浅谈低碳目标下我国城市土地开发与交通组织模式

摘  要:公交优先发展模式(简称TOD模式)是我国城市土地开发完善交通发展的实施路径。文章结合低碳发展目标,提出限制小汽车行驶和公交优先发展模式相结合的新思路,从城市交通用地、公交网络建设等方面,加强城市土地利用率。基于此,提出在进行交通组织建设时要遵循的三个原则:(1)城市用地开发强度的衡量标准要依据公共交通可达性水平;(2)城市土地资源要有效混合,发挥一地多种用途的作用;(3)规划公共交通中人与自行车的道路。Transit-oriented development(TOD mode)is the implementation path of urban land development and transportation development in China.Combined with the low-carbon development goal,this paper puts forward a new idea of combining the restriction of car driving with the priority development mode of public transport,and strengthens the utilization rate of urban land from the aspects of urban traffic land and public transport network construction.Therefore,this paper puts forward three principles that should be followed in the construction of traffic organization:①The measurement standard of urban land development intensity should be based on the accessibility level of public transport;②Urban land resources should be effectively mixed to play the role of multiple uses;③To plan the road of people and bicycles in public transportation.
