摘　　要：破解矿产资源勘查开采监管中存在的突出问题,须运用系统观念加强全链条监管。本文系统梳理了矿产资源勘查开采事前、事中、事后全链条监管手段措施,结合实践分析主要在监管力量、手段、方式、标准、协同等方面存在不足,有针对性地提出了完善监管制度、加大信用监督、夯实监管基础、健全技术标准、加强部门协同等改进矿产资源勘查开采监管的对策建议。In order to solve the outstanding problems in the supervision of mineral resources exploration and exploitation,the concept of system should be used to strengthen the whole chain supervision.This paper systematically combs the whole chain supervision means and measures of mineral resources exploration and mining.Combined with the practice of mineral resources supervision and management,there are some deficiencies in supervision power,means,methods,standards and coordination.This paper puts forward some targeted suggestions to improve the supervision of mineral resources exploration and mining,such as improving the supervision system,increasing credit supervision,consolidating the supervision foundation,improving the technical standards,strengthening the department system and so on.
