摘 要:自1986年《矿产资源法》颁布实施以来,我国逐步建立完善矿业权分级审批登记制度。本文系统梳理了我国矿业权审批登记权限变化沿革,分析了变化基本特征及各阶段存在的问题,以期对推进矿产资源资产所有权委托代理工作提供参考借鉴。Since the implementation of the mineral resources law in 1986,the registration system of mining right grading examination and approval has been gradually established and improved in China,which means exercising the ownership of mineral resources assets at different levels.This paper systematically combs the evolution of mining right approval and registration authority,analyzes the basic characteristics of the change and the existing problems in each stage.On this basis,suggestions for improving mineral resources list,linking up the ownership of mineral resources assets and the supervision and control over mineral resources exploration and development,and strengthening supervision on the performance of the principal-agent responsibility of the ownership of mineral resources assets are put forward.
