移民政策视域下二战前新西兰华人的历史考察

摘　　要：在国际环境与国内政治的影响下,新西兰社会和政府都将华人移民视为社会问题,当局随即开始着手制定华人政策。在政策内容上,新西兰华人政策主要包括移民政策和国内政策两个层面;在发展阶段上,新西兰华人政策呈现出从显性到隐性的发展过程;在执行方式上,新西兰华人政策是通过立法与执法来实现的。新西兰华人政策的制定和实施,对当地华人的生存与发展产生了深刻影响,华人社会基本特征开始显现出来。Under the influence of international environment and domestic politics,the New Zealand government and society will regard Chinese immigrants as a social problem.The government set out to make policy on Chinese immigrants.The immigrants’policy includes the New Zealand immigration policy and domestic policy.On the stage of development,the New Zealand Chinese policy development presents from dominant to recessive development process.In the mode of execution,the New Zealand Chinese policy is implemented through legislation and enforcement.New Zealand Chinese policy on Chinese immigrants has had a profound influence on survival and development,and basic features of Chinese society began to emerge.
