摘　　要：2021年3月国家药监局发文申明注册申请人申请祛斑类特殊化妆品时应当提交符合要求的人体功效试验报告。美白祛斑类化妆品的功效搭建再次引发科研人员的激烈讨论。只有全面参照国家药监局新发布的祛斑美白功效测试方法,明晰常用美白剂的功效原理,总结常用美白剂在配方中配伍经验,才能研制出具有显著性人体功效作用的美白化妆品。In March 2021,the National Medical Products Administration issued a document stating that the registration applicant should submit the human efficacy test report meeting the requirements when applying for freckle removing special cosmetics.The efficacy of whitening and freckle removing cosmetics has once again aroused heated discussion among researchers.Only by fully referring to the new test method of freckle removing and whitening efficacy issued by the National Medical Products Administration,clarifying the efficacy principle of commonly used whitening agents,and summarizing the compatibility experience of commonly used whitening agents in the formula,can the whitening cosmetics with significant human efficacy be developed.
