摘　　要：推进国防工业军民融合高质量发展是顺应新发展阶段经济高质量发展的内在要求,也是推进军民融合深度发展、形成一体化国家战略体系和能力的必然要求。国防工业军民融合高质量发展不等同于我国一般经济领域高质量发展,具有特定内涵、要求、目标和任务。国防工业军民融合高质量发展,就是以新发展理念为引领,通过驱动军民协同创新、促进军民协调发展、提高军民开放程度、优化军民要素配置、畅通军民成果转化等,实现全要素、多领域和高效益军民深度融合。实现路径主要有顶层设计统筹推进、市场需求牵引推进、军民企业协调推进、军工企业主导推进等。Promoting the high-quality development of national defense industry is not only the internal requirement of high-quality economic development,but also the inevitable requirement for promoting the deep development of civil-military integration and forming an integrated national strategic system and capability.Unlike the high-quality development of China’s general economic field,high quality development of civil-military integration in national defense industry has specific connotation,requirements,objectives and tasks.The high-quality development of civilmilitary integration of national defense industry is to realize the all factors,multi field and highefficiency military civilian deep integration by driving the collaborative innovation of civil-military,promoting the coordinated development of civil-military,improving the openness of civil-military,optimizing the allocation of civil-military elements,and smooth the transformation of civil-military achievements.The implementation path includes top-level design,market demand,civil-military enterprises,and military enterprises.
