标准垄断化的关键问题实证分析

摘　　要：技术创新成果标准化的演化阶段分为技术创新成果-专利、专利-标准、标准-垄断化,标准垄断化是技术创新成果演化的最后阶段。标准垄断化分为事实标准垄断化和法定标准垄断化两种类型,从技术、市场、管理、政策和法律五个层面分别对两种标准垄断化的问题进行分析,形成标准垄断化的三级评价指标体系并形成问卷。运用层次分析法(AHP)对问卷数据进行运算,测量各指标权重,对两种标准垄断化对应的关键问题进行分析并提出相关建议。The evolution stage of technological innovation achievement standardization is divided into technological innovation achievement-patent,patent-standard,standard-monopoly,and standard monopoly is the final stage of technological innovation achievement evolution.The standard monopoly is divided into two types:factual standard monopoly and legal standard monopoly.Two kinds of standard monopoly are analyzed in this paper from five aspects:technology,market,management,policy and law.Analytic hierarchy process(AHP)is used to calculate the questionnaire data,measure the weight of each index,analyze the key problems corresponding to two kinds of standard monopoly and put forward some suggestions.
