摘 要:按照我国核安全法规要求,核电厂应根据设计特征和厂址特征制定核事故应急状态分级的初始条件和应急行动水平,提高核电厂对放射性流出物异常类事件进行应急状态分级的研判水平。本文结合国内外最新的相关法规、导则及技术文件,计算分析了因放射性流出物异常类事件进入各应急状态的初始条件及应急行动水平,对其适用性及合理性进行论证,提出通用性使用方法及注意事项。结合计算分析过程,提出需核实选取的事故源项及气象条件的合理性、改善严重事故情况下的应急监测手段、跟踪国内外相关导则更新3条建议,希望能对同行核电厂起到一定参考作用。According to the nuclear safety regulatory requirements in China,the nuclear power plant should set nuclear accident emergency classification of initial condition and emergency action level according to the design features and site characteristics.To improve the capacity of estimating the plant's radiological effluent emergency action levels.This paper,combined with domestic and foreign latest relevant laws and regulations,guidelines and technical files,offers the calculation and analysis for plant's radiological effluent emergency action levels of different emergency classification,general using method and attention matters.and demonstrates the applicability and rationality.In this article conclusion selection,Gives three piece of advice about verifying the accident source term and the rationality of the meteorological conditions,improving the serious accident cases of emergency monitoring method,tracking domestic and foreign related guide.It is hopeful to provide reference to peer industry.
