摘　　要：科研项目获取能力是衡量科研单位科技创新能力的重要指标。文章通过对中国热带农业科学院热带作物品种资源研究所(以下简称"热科院品资所")2011—2020年获批科研项目与获资助科研经费情况的分析,探讨了科技创新存在的主要问题,并从做好顶层设计、优化人才队伍、完善绩效管理等方面提出了提升热科院品资所科技创新能力的对策建议。The ability to strive for scientific research projects is an important index to measure the scientific and technological innovation capacity of scientific research institutions.Through the analysis of the scientific research projects and funds approved of Tropical Crops Genetic Resources Institute,Chinese Academy of Tropical Agricultural Sciences from 2011 to 2020,and the scientific research projects and funds received in various research fields,the authors discussed main problems existing in the current scientific and technological projects and scientific research funds of agricultural scientific research institutions,and put forward some countermeasures and suggestions to improve the capacity of scientific and technological innovation,such as doing well the top-level design,optimizing the talent team and perfecting the performance management.
