摘　　要：中国特色社会主义事业迈入新时代,呼唤西部大开发形成新格局,对边疆治理提出了新要求。新时代西部大开发的实践推进,对沿边地区基层治理产生的影响应予以足够重视。与之同时,沿边地区基层治理对西部大开发所形成的功能支撑也值得高度关切。据此而言,需要从以下三个方面重点把握:西部大开发助力构建新时代中国特色社会主义西部边疆;西部大开发新格局下沿边地区基层治理面临的机遇和问题;新时代完善优化西部沿边地区基层治理的对策分析。The cause of socialism with Chinese characteristics has entered a new era,calling for the develop⁃ment of the western region to form a new pattern,and putting forward new requirements for border governance.The practice of western development in the new era should pay enough attention to the influence of grass-roots governance in the border areas.At the same time,the functional support formed by the grass-roots governance in the border areas for the development of the western region deserves high concern.Therefore,it is necessary to focus on the following three aspects:the western development helps to build the western frontier of socialism with Chinese characteristics in the new era;The opportunities and problems faced by the grass-roots gover⁃nance in the border areas under the new pattern of the western development;The countermeasures analysis of perfecting and optimizing the basic level governance of the western border areas in the new era.
