后疫情时代体育世界的变革趋势探析——《奥林匹克2020+5议程》解析与中国借鉴

摘　　要：为更好地应对后疫情时代体育世界面临的风险与挑战,国际奥委会通过了《奥林匹克2020+5议程》,前瞻性地提出了奥林匹克运动的5大变革趋势和15条改革建议。《奥林匹克2020+5议程》的时代性价值主要体现为改革的传承性、变化性、全局性、代表性、连贯性、结构性特征,诠释了百年奥运“因时而变、顺势而为”的革新理念。《奥林匹克2020+5议程》准确研判后疫情时代体育世界的变革趋势,围绕趋势展开顶层设计,坚持理念先行和政策引导,具体包括坚守团结理念,融入数字化世界,实现可持续发展,提升公信力,增强经济与金融韧性。对新时代中国体育改革发展的借鉴价值在于压实主体责任,坚持政策引导;拥抱数字化世界,研制体育数字化战略;坚定不移推进体育可持续发展;推行更高治理标准,提升组织公信力;借势体育高质量发展,激发体育市场活力。To cope with the risks and challenges faced by the sports world in the post-epidemic era,the International Olympic Committee approved“Olympic Agenda 2020+5”,and made forward-looking proposal of 5 major reform trends and 15 reform suggestions for the Olympic Movement.The value of time of the“Olympic Agenda 2020+5”was mainly manifested in the continuity,change,globolisation,representativeness,coherence,and structural characteristics of reform,which explained the innovative concept of the century-old Olympics that“changing with the time and following the trend”.“Olympic Agenda 2020+5”provided accurate study and estimation of the changing trends of the sports world in the post-epidemic era,formulating top-level design under the trends,adhering to concept first and policy guidance,which included adherence to the concept of unity,integration into the digital world,realization of sustainable development,credibility improvement,enhancement of economic and financial resilience.Its references for China’s sports reform and development in the new era meant it could consolidate entity responsibility,insist on policy guidance,embrace the digital world,develop digital strategy for sports,unremittingly promote the sustainable development of sports,execute higher-level governance standards,improve organizational credibility,and inspire the vitality of the sports market in virtue of the high-quality development of trend sports.
