“一网通办”电子政务下社会保障体系建设的研究

摘　　要：坚持以习近平新时代中国特色社会主义思想为指导,在国家发展第十四个五年规划中重点提出加强数字化政府建设,建立健全政务数据的共享协调机制,进而推动电子证件照扩大应用领域和全国互通互认,从而实现更多的政务服务事项网上办、掌上办、一次办。企业和群众经常办理的事项,基本实现“跨省通办”,习近平总书记强调完善覆盖全民的社会保障体系,促进社会保障事业高质量发展、可持续发展。社会保障是保障和改善民生、维护社会公平、增进人民福祉的基本制度保障,是促进经济和社会发展、实现广大人民群众共享改革发展成果的重要制度安排,是治国安邦的大问题。在电子政务下,坚持社会保障全覆盖,实现“一网通办”、“智能全办”是解决广大人民的实际问题所在。Adhering to Xi Jinping’s socialist ideology with Chinese characteristics in the new era and focusing on the four⁃teenth five year plan,we should focus on strengthening the construction of digital government,establishing and improving the coordination mechanism of data sharing of e-government data,promoting the mutual recognition of electronic certificates and expanding application areas in China,and achieving more government affairs and services.Xi Jinping stressed the im⁃portance of improving the social security system by covering the whole people,promoting the sustainable development of the social security undertakings with high quality,and ensuring social security and improving people’s livelihood,maintaining so⁃cial equity and improving people’s well-being.It is an important institutional arrangement to promote economic and social development and realize the masses’sharing of the fruits of reform and development,which is a major problem of govern⁃ing the country and stabilizing the country.Under the E-governmentsystem,we should adhere to the full coverage of social security and realize all things by"All-in-one Web Solution".
