科学理解“双循环”需要破除五个认识误区

摘　　要：文章指出当前理论界和实际部门对双循环的认识与理解存在一些明显的误区,如认为我国经济发展在2020年以前是以外循环为主,今后将转变为以内循环为主;认为外循环可有可无,今后没必要再搞外循环了;还认为产业链和供应链的安全靠中国自己完全可以解决等。这些认识和理解误区的存在,不仅不利于双循环的研究、宣传和推广,更不利于我国在实际工作中加快贯彻与落实双循环的战略之策,因此迫切需要加以破除和解决。实际上,我国经济是以内循环为主的,强调以内循环为主体并不是要完全否定外循环的作用,现阶段国内产业链和供应链的安全稳定还需要一定的外循环保障,以国内大循环为主体的内涵要比扩大内需丰富得多,双循环是中国应对全球变局的长期战略并非临时之策。This article points out that there are some obvious misunderstandings on "dual circulation" in the current theoretical and practical circles.For example,some people think that China’s economic development was dominated by external circulation before 2020,and internal circulation will become dominant in the future;external circulation is dispensable so there is no need to engage in it in the future;there is also the belief that the security of the industrial chain and supply chain can be ensured by China itself.The existence of these misunderstandings not only has negative effects on the research,publicity and promotion of"dual circulation",but also is not conducive to speeding up the implementation of the"dual circulation"strategy in our practical work.Therefore,it is urgent to eliminate and solve them.In fact,China’s economic development is dominated by internal circulation.The emphasis on internal circulation does not mean that external circulation is not important anymore.At this stage,the security and stability of our domestic industrial chain and supply chain still rely on external circulation to some degree.The connotation of taking internal circulation as the main part of our economic development is much richer than expanding domestic demand."Dual circulation"is China’s long-term strategy to deal with global changes rather than a temporary one.
