“双循环”发展格局下中国贸易调整援助制度的构建

摘　　要：近年来,国际贸易环境发生显著变化,对中国高水平开放中构建"稳外贸、保就业"风险防范体系提出了迫切要求。2017年上海曾发布《中国(上海)自由贸易试验区贸易调整援助试点办法》,此后又组织展开试点实践。通过对此次试点与美国、欧盟和韩国相关政策做比较,针对国家"双循环"发展要求与近期相关试点实践经验,文章认为中国的贸易调整援助应立足企业跨国供应链调整明确政策服务范围;保证政策"合规性"并关注企业"获得感";构筑跨区域政策服务网络;优化资金管理和项目评估机制;针对各类执行问题创新工作手段等。Since the situation of international trade is becoming grim in recent years,it is of urgent practical significance for China to construct the security risk system for stabilizing foreign trade and ensuring employment in the high-level opening-up.In 2017,Shanghai Free Trade Pilot Zone issued Pilot Measures for Trade Adjustment Assistance(TAA)in China,which have been putted into practice in the following years.While comparing the pilot practice in Shanghai with TAA in the US,EGF in the EU,and TAA in South Korea,this paper puts forward the construction of TAA in China under the"dual circulations"development pattern,which include defining the policy scope by domestic firm’s adjustment in industrial chain,ensuring the policy compliance and strengthening the policy support to the firms,building the trans-regional service network,optimizing the funds management and the policy evaluation,and innovating solutions for problems in the implementation.
