摘　　要：主要研究了有毒有害化学物质排污许可管理的难点所在,以及易于产生的问题,对于发达国家排污许可制度在排放的各项要求和制度保障等诸多方面的经验进行了总结,以及明确了各项排放标准等,从而强化实施有毒有害化学物质排污许可管理。Mainly discusses the difficulties in the management of pollutant discharge permits for toxic and hazardous chemicals and the problems that are easy to arise.It summarizes the discharge requirements and institutional guarantees of developed countries in the discharge permit system,and clarifies the various aspects.To strengthen the implementation of permit management of pollutant discharge of toxic and hazardous chemical substances.
