摘　　要：为推动既有建筑节能改造,青岛市制定出台了系列管理政策和技术标准,建立了市场化推进机制;多伦多市创新融资模式,提供标准、技术和认证方面的咨询与能力建设服务。青岛和多伦多的实践经验,为建设领域利用市场机制推进节能改造、减少能源消耗与碳排放、促进低碳发展提供了可借鉴的重要实施模式。In order to promote the energy saving renovation of existing buildings,Qingdao has formulated a series of management policies and technical standards,and established a market-oriented promotion mechanism.Toronto has innovated financing models,and provided consulting and capacity building services in standards,technology and certification.The practical experience of Qingdao and Toronto provides important implementation models that can be referenced for using market mechanisms to promote energy saving renovation,reduce energy consumption and carbon emissions,and promote low-carbon development in the construction field.
