摘　　要：产业链治理能力现代化是制造业与物流业两业联动、产业链治理在全球抗疫常态化环境下,形成统一的结构框架,以实现协同推进、变革创新的现代结构,当前我国以内循环为主、双循环互动的贯通点亦可归结于产业链的固基与升级上。基于中国制造业与物流业联动发展的阶段性特征,并以2020年新冠疫情对产业链冲击力度的分析为依据得出:两业联动推进产业链治理需要以数字化策略、联动机理为基础,以科技链与生态链的创新为治理层面,治理机制则依赖于产业链组织之间各关联因素的制约与协同。实现产业链治理现代化需要加速建设产业链治理能力现代化公共服务平台,与物联网协同发展,同时优化升级产业链治理能力现代化经济结构,与中国制造协同发展。最终多策并举形成双循环发展格局下的中国样板,为坚定维护全球产业链与价值链的稳定和安全作出中国的贡献。Modernization of Industrial Chain Governance Capabilities refers to the fact that by the linkage between manufacturing and logistics industry,under the global anti-epidemic normalization environment,the Industrial Chain Governance forms a unified structure to realize the collaborative promotion,reform and innovation of its modern structure. At present,the breakthrough point of internal circulation and double circulation interaction in China can also be attributed to the solid foundation and upgrading of the industrial chain. Based on the phased characteristics of the linkage development of China’s manufacturing and logistics industry,as well as the analysis of the impact of COVID-19 on industrial chain in 2020,we can draw a conclusion that the promotion of industrial chain governance by the linkage of the two industries needs taking the digital strategy and linkage mechanism as the basis,and the innovation of science and technology chain and ecological chain as the governance level,the governance mechanism depends on the restriction and coordination of various related factors among the industrial chain organizations. To realize the modernization of industrial chain governance,we need to speed up the construction of a modern public service platform for industrial chain governance capacity,develop in coordination with the Internet of things,optimize and upgrade the modern economic structure of industrial chain governance capacity,and develop in coordination with Chinese products. We will develop multiple strategies simultaneously to form a China model under the dual cycle development pattern,and make China’s contributions to firmly maintaining the stability and security of the global industrial chain and value chain.
