合作治理何以可能?——基于南非社会性别预算的研究

摘　　要：社会性别预算历经三十多年的发展,在各国虽已落地但都难以持续,唯有南非社会性别预算持续至今且保持了完整的预算周期。内在的合作式运行逻辑是支撑南非行动长期良性运作的根本所在。治理主体的多元异质、治理目标的协同统一、治理过程的合作化、治理结构的弹性化都彰显了南非行动的合作取向。这种合作式性别预算对于解决我国在该行动中存在的主要问题具有较高的借鉴意义,尤其能够消弭原有的"主导—参与"模式,以社会性别主流化共识为主旨,消解"中心—边缘"结构,以合作运行逻辑推动性别预算的可持续性。After over 30 years of development, social gender budget has been implemented in many countries, but it is not sustainable. Only the social gender budget in South Africa lasts till today and maintains a full budget cycle. The internal logic of cooperative operation is the basis for the long-term sound operation of South Africa’s actions. Multivariate heterogeneity of the governing entities, the coordination and unity of governance objectives as well as the cooperative governance process and flexible governance structure all reflect the cooperative orientation of South Africa’s actions. This kind of cooperative gender budget can be used as an invaluable reference for solving the dilemma of weak sustainability and difficult diffusion in our country. In particular, it can help eliminate the original "leadership-participation" model. Taking the consensus of gender mainstreaming as the purpose can help eliminate the "center-periphery" structure, and following the logic of cooperative operation is conducive to improving the sustainability of gender budget.
