摘　　要：利用详实的地方志等历史资料和数据,以福建省为例,系统地分析了中国共产党成立以来集体林区的林权制度变迁历程及其演化结果。研究发现:林业资源禀赋结构的变化与林业制度安排的演变统一于阶段性发展战略的驱使,到1958年前福建省国有林与集体林面积各占山林总面积的一半;当今的林权制度改革则延续了1959年开始的“放权让利”的改革;新一轮集体林权制度改革的成功不仅有历史渊源,也是社会经济各方面因素共同进步的结果。Forest resources are important natural resources that take into account both ecological and economic functions.To achieve sustainable forest management,the definition and improvement of property rights are indispensable.China's forest tenure system has undergone five major changes,which has been transformed from a feudal land ownership system to a farmer's land ownership system and then to collectivization,and it has been further transformed into a family contract management system.Previous studies mostly started from the perspective of policy evolution,and the analysis of forest tenure data was difficult to obtain,so the study of specific forest tenure distribution changes during the long-term changes in the forest tenure system was lacking.Fujian has a long history of forestry development,and the path of forest tenure system changes is typical of collective forest areas in the south.Therefore,using detailed local chronicles and other historical data,taking Fujian as an example,this article systematically analyzes the process and evolution of the forest tenure system in collective forest areas since the founding of the Communist Party of China.First,it analyzes the evolution path of forest tenure system in collective forest area,then analyzes the law of forest tenure system change,and finally summarizes the experience of forest tenure system change.Since the founding of the Communist Party of China,it has made many attempts to equalize private forests,laying the foundation for subsequent forest reforms.The land reform led by the Communist Party of China has played an important role in the historical process of the land property rights system.However,unlike land reform,the process of advancing mountain forest reform is more complicated.In addition to mountain forest reform,it is necessary to allocate mountain forests according to forest types,forest age,site conditions,and convenient transportation conditions.After mountain forests are allocated,forest land property rights take various forms.Since the founding of
