摘　　要：环境规制与产业结构升级的协调发展是实现城市群可持续发展的关键。本文基于中国十大城市群132个城市样本,构建环境规制与产业结构升级多指标评价体系,借助熵值法、耦合协调度模型、Dagum(基尼系数)和灰色关联度模型探究十大城市群环境规制与产业结构升级耦合协调的区域特征、差异性及影响耦合协调发展的关键因素。研究表明:环境规制综合指数平均保持上升趋势,但呈现明显的区域非均衡特征;产业结构升级综合指数总体呈"先上升,后下降"的发展趋势,绝大多数城市群和城市的产业结构升级综合指数平均保持上升趋势,仅辽中南城市群和31个城市出现下降;环境规制与产业结构升级的耦合协调关系总体由中级协调发展为良好协调,成渝城市群由初级协调发展为中级协调,辽中南城市群始终处于中级协调阶段,其余八大城市群均由中级协调发展为良好协调;绝大多数城市的耦合协调度平均保持上升趋势,仅有7个城市的耦合协调度有所下降;超变密度是城市群总体差异的根源,其次是城市群内部差异,而城市群间差异最小;环境规制各微观指标对产业结构升级的驱动力存在显著差异,而多数区域产业结构升级两大微观指标对环境规制的驱动力较为强大、均衡。文章在最后提出促进城市群环境规制与产业结构升级耦合协调发展的政策建议。The coordinated development of environmental regulation and industrial structure upgrading is the key to the sustainable development of urban agglomerations.This paper constructs a multi-indicator evaluation system of environmental regulation and industrial structure upgrading based on the sample of 132 cities of top ten urban agglomerations of China to explore the regional characteristics,differences and key factors affecting the coupling and coordinated development using entropy method,coupling coordination model,Dagum(Gini coefficient)and gray correlation model.The research shows that the comprehensive index of environmental regulation maintains an upward trend on average,but shows distinct regional unbalanced characteristics;The comprehensive index of industrial structure upgrading shows the trend of"rising first and falling later",The composite index of industrial structure upgrading of the vast majority of urban agglomerations and cities maintains an upward trend on average,with only the urban agglomerations in central and southern Liaoning and 31 cities declining;The coupling and coordination relationship between environmental regulation and industrial structure upgrading develops from intermediate coordination to good coordination in generally,Chengyu urban agglomeration develops from primary coordination to intermediate coordination,Liaozhongnan urban agglomeration is always in the intermediate coordination stage,the remaining eight major urban agglomerations develops from intermediate coordination to good coordination;Coupling coordination remains on the rise in most cities on average,only seven cities sees a decrease;Super-variable density is the root cause of the overall difference among urban agglomerations,the second is the differences within the urban agglomerations,while the difference among urban agglomerations is the smallest;There are significant differences among the micro-indicators of environmental regulation in driving industrial structure upgrading,while the two micro-indicators of industr
