自贸港政策下的海南物流发展态势、问题与提升建议

摘　　要：物流发展是海南自由贸易港建设中的重要内容和基础支撑。随着系列新政的落地,海南物流呈现出一些新的态势进展,货物来源流向的全球趋势加强,贸易投资和物流发展相互促进的局面初步形成。但从自贸港建设的要求审视,海南目前的物流能力、服务水平和管理体制等还存在一些问题和障碍。当前既要充分把握自贸港政策带来的机遇和挑战,又要深刻理解海南发展物流的特殊性复杂性,从海南实际出发顺应客货分离和以储代运的物流发展趋势,大力提升物流规模能级,加快推进港产城融合发展,不断完善规划和监管制度,充分发挥中国国际消费博览会等平台功能,探索新型道路融资方式并适时纳入自贸港创新案例。Logistics is an important content and basic support in the construction of Hainan Free Trade Port.With the implementation of a series of new policies,Hainan Logistics has shown some new developments.Goods are coming from all over the globe,and the mutual promotion of trade investment and logistics has taken shape.Compared with the requirements for the construction of Free Trade Port,there are still some problems and obstacles in Hainan’s current logistics capabilities,service levels,and management systems.We must not only fully grasp the opportunities and challenges brought about by the Free Trade Port policies,but also have a deeper understanding of the particular complexity of the development of logistics in Hainan,i.e.,to separate passenger transportation from cargo transportation,coordinate the relationship between warehousing and transportation,improve logistics capacity,accelerate the development of port-industry-city integration,improve the planning and supervision system,give full play to platforms such as the Hainan Expo,and explore new ways of financing for roads.
