某省级疾控机构检验检测工作现状分析及建议

摘　　要：目的了解现阶段某省级疾病预防控制机构(以下简称疾控机构)检验检测工作和能力现状,为疾控机构检测能力的维持和提升提供数据参考和政策建议。方法收集该省级疾控机构各年度报告、中国疾病预防控制信息系统及相关科所有关2014-2018年检验检测相关人员、设备、能力及工作开展情况数据,进行回顾性调查及对比分析。结果2014-2018年某省级疾控机构检验人员对卫生专业技术人员占比相对稳定(P>0.05)。检验人员初级及以下职称占比呈逐年下降的趋势(P<0.05),检验人员学位构成比较,差异无统计学意义(P>0.05)。A类能力达标率5年来保持稳定(P>0.05),在78.55%~85.27%之间;B类能力达标率呈逐年降低趋势(P<0.05),2018年为67.39%,比2014年降低13.89%。2018年全年开展5次以上检测参数仅为全部资质参数的32.24%。5年来,A、B类实验室装备达标类别占比均呈增高趋势(P<0.05),均未达标。2018年A、B类设备达标率分别为80.41%及67.80%,设备总数高于国家标准,类别配置不均衡。结论建议进一步加强检验检测人力资源后备力量补充,优化仪器设备配置类别结构,提高A、B类检验检测能力,充分发挥疾控机构的技术支撑作用。Objective To understand the current situation of inspection and testing work and capacity of a provincial Centers for Disease Prevention and Control(CDC),and to provide data reference and policy suggestions for the maintenance and enhancement of inspection and testing capacity of the CDC.Methods Data of this provincial CDC were collected,including data from various annual report and the Chinese Disease Prevention and Control Information System,as well as data of related sections regarding personnel,equipment,capacity,and work performed from 2014 to 2018 related to inspection and testing.A retrospective survey and comparative analysis were conducted.Results From 2014 to 2018,the proportion of inspectors to health professionals in this CDC was relatively stable(P>0.05).The proportion of inspectors with junior and lower professional titles showed a decreasing trend year by year(P<0.05),and there was no statistically significant difference in the degree composition of inspectors(P>0.05).The class A capability compliance rate remained stable for 5 years(P>0.05),between 78.55%-85.27%.The ability to meet the standard of class B showed a decreasing trend year by year(P<0.05),67.39% in 2018,13.89% lower than that in 2014.In 2018,only 32.24% of all the qualification parameters were tested for more than five times in the whole year.In the past five years,the proportion of class A and class B laboratory equipment reaching the standard showed an increasing trend(P<0.05),and none of them reached the standard.In 2018,80.41% and 67.80% of class A and class B equipment reached the standard,respectively.The total number of equipment was higher than the national standard,however the category configuration was unbalanced.Conclusions It is suggested to further strengthen the allocation of human resources reserve force for inspection and testing,optimize the category structure of instrument and equipment configuration,improve the ability of A and B inspection and testing,and give full play to the technical support role of the CDC.
