政策工具视角下中国电视节目政策文本量化分析

摘　　要：合理使用政策工具是完善电视节目政策、促进电视内容产业发展的重要手段。针对我国电视节目发展60余年,由强调数量、速度向高质量发展转变,相关政策体系亟待调整优化的现状,对电视节目政策进行量化分析,将电视节目政策工具分为规制型、经济激励型、社会型三大类型。通过内容分析法,对我国57份电视节目政策文本中的政策工具在类型与时间维度上进行统计分析,发现规制型政策工具中管制类政策工具使用频繁;经济激励型政策工具中税费调节类政策工具过于薄弱;社会型政策工具参与主体单一。应均衡使用规制型政策工具、扩大经济激励型政策工具使用范围、鼓励政策参与主体多元化,以促进我国电视内容产业的发展。Rational use of policy tools is an important means to improve the TV program policy and promote the development of TV content industry.In view of the fact that China s TV program has been developing for more than 60 years,which has changed from emphasizing quantity and speed to high-quality development,and the relevant policy system needs to be adjusted and optimized urgently,this paper makes a quantitative analysis of the TV program policy,and divides the TV program policy tools into three types:regulatory type,economic incentive type and social type.Through the content analysis method,this paper makes a statistical analysis on the types and time dimensions of the policy tools in 57 TV program policy texts in China,and finds that the regulatory policy tools are frequently used;in the economic incentive policy tools,the use of tax adjustment policy tools is too weak;the main body of social policy tools is single.In order to promote the development of China s TV content industry,we should make balanced use of regulatory policy tools,increase the using scope of economic incentive policy tools,and encourage the diversification of policy participants.
