摘　　要：随着黄河流域生态保护和高质量发展上升为国家战略,黄土高原地区生态环境与经济发展之间的关系也愈发引起了国家的重视。政府治理措施和生态环境污染对黄土高原地区各省的经济发展均具有较大影响,三者之间呈现倒"U"型关系,且经济发展水平跨越了依靠环境污染增加而增加的拐点。在生态环境污染中,工业固体废弃物与经济发展之间具有更直接的联系;在政府治理措施中,造林面积和地方耕地占用税对经济发展具有重要的影响。同时,城镇化水平的高低也会影响到政府治理措施和生态环境污染对经济发展的作用。因此,为了扭转黄土高原地区生态环境脆弱的现状,应精准找出影响黄土高原地区各省经济发展的关键环境因素,充分发挥政府治理措施的作用,实现各省经济的良性发展。As the ecological protection and high-quality development of the Yellow River Basin has risen to a national strategy,the relationship between the ecological environment and economic development in the Loess Plateau has also attracted more and more attention from the country. Government governance measures and ecological environmental pollution have a greater impact on the economic development of the provinces in the Loess Plateau and there is an inverted U-shaped relationship among them. The level of economic development has exceeded the inflection point which is increased owing to the increase of environmental pollution. In the pollution of the ecological environment,there is a more direct connection between industrial solid waste and economic development;in government governance measures,reproduction area and local farmland occupation tax have an important impact on economic development. At the same time,the level of urbanization will also have an influence on the effect of government governance measures and the impact of ecological environmental pollution on economic development.Therefore,in order to deal with the fragile ecological environment of the Loess Plateau,it is necessary to accurately identify the key environmental factors that affect the economic development of the provinces in the Loess Plateau. It is still important to give full play to government governance measures so as to achieve the benign economic development of the provinces in Loess Plateau.
