摘 要:直升机电力巡线安全提升策略的提出,是确保直升机电力巡线作业可持续健康发展的重要基石。本文总结当前通航企业的运行现状和特点,参考《直升机电力作业安全规程》等文件,应用系统工程和安全科学理论的思想,从人员、机械、环境、管理4个角度分析了直升机电力巡线所面临的安全问题,并以此为基础,深入探讨了切实可行的安全提升策略,这对于提高行业安全管理水平,规范直升机电力巡线的标准管理具有一定的指导与促进作用。The proposal for safety promotion strategy of helicopter powerline inspection is an important cornerstone to ensure sustainable and healthy development of helicopter power patrol operation. This paper sums up current operation status and characteristics of general aviation enterprises. By referring to the "Helicopter Power Job Safety Procedures" and other documents and applying the theories of system engineering and safety science, it analyses safety problems in helicopter powerline inspection from the four aspects of personnel, machinery, environment and management, and on this basis, explores feasible safety promotion strategy. It can serve as a guidance and a boost for improving the level of industry safety management and standardizing helicopter power patrol management.
