摘　　要：准确把握国际标准制定的规则程序是在国际标准化活动中提升话语权的前提和基础。国际民航组织是协调全球民航事务、制定国际民航标准最重要的国际组织。本文通过梳理、总结国际民航组织的组织架构、《国际民用航空公约》体系、国际民航组织标准体系结构以及标准制修订流程,希望对我国民航从业者更好地理解国际民航组织标准制修订机制和参与国际民航组织的国际标准制修订活动提供一定参考价值。To accurately grasp the rules and procedures for developing international standards is the precondition and basis for enhancing our voice in international standardization activities. ICAO is the most important international organization for coordinating global civil aviation affairs and setting international civil aviation standards. By reviewing and summarizing ICAO’s organizational structure, the main content of the Convention on International Civil Aviation and the procedures of ICAO to develop and amend standards, this paper aims to be of some reference value for China’s civil aviation practitioners to better understand ICAO’s standards development and amendment mechanism and participate in ICAO’s standardization activities.
