低碳经济背景下新疆农村居民消费现状分析

摘　　要：近年来,居民生活消费引起的碳排放逐渐受到重视。为推动"十四五"期间中国经济绿色低碳循环发展工作,实现农村地区节能产业和循环经济的双向发展,基于低碳经济背景,围绕2002—2017年新疆农村地区居民生活消费现状进行了分析,指出新疆农村居民消费能力显著提升、结构变化明显,正在由完全的物质需求向物质与精神需求并举转变,能源消耗水平不断上升,结构得到优化,天然气、石油等清洁能源得到充分利用。最后,围绕新疆农村区域绿色发展的实现从提高农村低碳技术水平的创新与发展、积极开发新疆新能源、大力开展农村消费教育和环保教育的宣传、扩大新疆地域多功能的生态农业等方面提出了相关政策建议。In recent years,carbon emissions caused by residents’living consumption have gradually received attention.In order to promote Chinese green and low-carbon circular economic development during the 14th Five-Year Plan period and to realize the two-way development of energy-saving industry and circular economy in rural areas,based on a low carbon economy background,Xinjiang rural residents’consumption status quo were analyzed during 2002-2017.It was pointed out that the consumption capacity of rural residents in Xinjiang has been significantly improved and its structure has changed obviously,and it is changing from the complete material demand to both material and spiritual demand.The level of energy consumption is constantly rising,the structure is optimized,and clean energy such as natural gas and oil are fully utilized.Finally,some policy suggestions on the realization of green development in rural areas of Xinjiang were put forward from improving the innovation and development of rural low-carbon technologic level,actively developing new energy in Xinjiang,vigorously carrying out rural consumption education and environmental protection education,and expanding the multi-functional ecological agriculture in Xinjiang and so on.
