贸易救济调查对中国钢管出口的影响与对策研究

摘　　要：在分析中国钢管遭遇贸易救济调查现状、影响和原因的基础上,结合目前中国钢管行业的实际情况,提出相应对策。建议政府和行业层面控制和淘汰落后产能,提高行业集中度,指导企业构建针对国外贸易救济调查的应对体系,引导企业融入国家“一带一路”倡议,逐步形成均衡化出口的市场格局;企业层面加大技术创新,优化产品出口结构,制定更加贴近市场的发展战略,转移钢管产业链,加强人才储备以应对贸易救济调查。Based on the analysis of China's present situation under,impact by and causes for the Trade Remedy Investigation,and consideration of the current reality of the steel tube industry in the country,relevant countermeasures are proposed.It is suggested for the governmental and the industrial management authorities to take actions,including controlling and eliminating backward production capacity,enhancing the concentration level of the industry,instructing companies concerned to set up the system as responding to any trade remedy investigation from abroad,and guiding such companies to join the Nation's Belt and Road Initiative in a bid to gradually building balanced export market structure for the companies themselves,expanding the technical innovation scale,optimizing the product export mix,working out the development strategy as better fitting the market situation,transferring the steel tube-making industrial chain,and strengthening the talent reserve for the purpose of responding to the trade remedy investigation.
