摘　　要：本文通过分析西安市幸福林带建设工程的项目前期方案论证、项目建议书、可行性研究报告、初步设计、施工图设计等各阶段投资变化,研究引起投资变化的政策、技术、经济、管理等诸多因素,总结归纳项目建设阶段成本控制要点,为PPP模式下基础设施工程建设成本控制提供技术参考和政策依据,也为国内外类似大型林带建设项目提供投资决策参考。By analyzing the investment changes at every stage of the Xi'an Xingfu Forest Belt construction project,such as demonstration of the pre-project plan,project proposal,feasibility study report,preliminary design,construction drawing design etc.,this paper studies the policies,technology,economy,management which causes investment changes and summarizes the key points of cost control in the project construction stage to provide technical reference and policy basis for infrastructure project construction cost control under the PPP mode.It also provides investment decision-making reference for similar large-scale forest belt construction projects at home and abroad.
