摘　　要：针对非API石油专用管产品配套的相关检测监理机构、质量抽检机构、现场施工方等能力认证体系缺失,造成非API石油专用管的跨阶段质量管控困难、效能低等问题,利用德尔菲法,经过两轮咨询,构建了包含入井前质量分级认证、驻厂监造机构认证、质量抽检机构认证、管柱监测监控能力认证、现场施工机构认证和服役风险管控认证的跨阶段集成产品质量管控认证体系,为面向全过程的非API石油专用管质量管控提供了依据。For Non-API oil country tubular goods(OCTG),the certification system including supervision institution,sampling inspection agencies,construction units,etc.is incomplete,which results in great difficulties of quality control for Non-API OCTG and low benefit of product output.After two rounds of Delphi consultation,an integrated product quality control and certification system has been constructed including certification for pre-entry quality grading,on-site supervision institution,quality sampling inspection agency,well string monitoring capabilities,construction units and performance risk management,which provides a basis for the whole-process quality control of non-API OCTG.
