摘　　要：在新冠疫情防控严峻形势的背景下,人民群众的正常生产生活和生命安全造成了严重威胁。本着对人民负责,生命至上的宗旨,2020年2月24日,全国人民代表大会常务委员会审议通过了《关于全面禁止非法野生动物交易,革除滥食野生动物陋习,切实保障人民群众生命建康安全的决定》(以下简称“决定”),明确全面禁止食用野生动物,包括人工繁育、人工饲养野生动物;“决定”的出台实施,对人工养蛇产业转型升级提出了更高要求。通过对人工繁育养蛇产业转型升级存在的问题进行研究分析,从而能够不断地对其存在的问题进行优化完善,促进人工养蛇转型升级的健康稳定发展。本文将通过对人工繁育养蛇产业转型升级中存在的问题以及对策进行全面分析研究,为养蛇产业可持续健康发展提供对策。In the context of the severe situation of COVID-19 prevention and control,people's normal production and life and life safety have been seriously threatened.In the spirit of responsible for the people,life first purpose.On February 24,2020,the National People's Congress standing committee passed the"about a complete ban on the illegal wildlife trade,expelling the excessive eating wild animal abuse,to protect people's lives and health safety decision",and clear a total ban on eating wild animals,including artificial breeding,artificial breeding of wild animals;The implementation of the Decision has raised higher requirements for the transformation and upgrading of the artificial snake industry.Through the research and analysis of the problems existing in the transformation and upgrading of the artificial snake breeding and breeding industry,the existing problems can be continuously optimized and improved to promote the healthy and stable development of the transformation and upgrading of artificial snake breeding.Therefore,this paper will comprehensively analyze and study the existing problems and countermeasures in the transformation and upgrading of the artificial snake breeding and breeding industry,so as to provide countermeasures for the sustainable and healthy development of the snake breeding industry.
