摘　　要：提高供给体系质量,是建设现代化经济体系、实现高质量发展的必由之路。我国当前的供给体系在产品供给、产业供给、要素供给、民生供给方面存在一些问题,要解决这些问题就要以市场经济为导向、供给侧结构性改革为主线,努力实现供给与需求动态平衡;加快建设统一开放、竞争有序的市场体系,尽快使市场发挥配置资源的决定作用;加快实施科技创新驱动战略,开辟供给新空间;深化简政放权改革,尽快使企业成为供给体系的真正主角;激发劳动创造力,激发供给动力;推进土地制度改革,释放供给活力;加快金融体制改革,解除供给资金抑制;以制度创新为龙头,释放供给体系要素潜力。China’s current economic development is blocked by the supply system.Begin by explaining the connotation of China’s supply system,the paper analyzes the existing problems of the current supply system,and proposes eight countermeasures for it.First,take the market economy-oriented supply-side structural reform as the main line for upgrading the supply systemand strive to achieve a dynamic balance between supply and demand.Second,speed up construction of a unified,open,competitive and orderly market system which enables the market to play a decisive role in resource allocation as soon as possible.Third,speed up the implementation of technological innovation-driven strategies so as to open up new supply spaces.Fourth,deepen the reform of streamlining administration and delegating power to make enterprises the real protagonist of the supply system as soon as possible.Fifth,stimulate labor creation to promote the reform of the land system and release the vitality of supply.Sixth,promote the land system reform to release the energy of supply-side.Seventh,speed up the reform of the financial system to lift the suppression of supply funds.Last,take institutional innovation as the leading force to release the potential of the supply system’s eight-point countermeasures.
