我国乳品企业自我规制行为及动因研究

摘　　要：我国长期形成自上而下的政府规制使得乳业安全对固有的规制手段有路径依赖,自我规制手段贫乏。2015年修订的《食品安全法》更加重视私主体通过自我规制承担食品安全主体责任。自我规制不仅可以在一定程度上解决政府规制投入资源的有限,而且还具有协同优势,完善政府规制与企业自我规制构成的乳业安全协同规制体系。目前,我国乳品企业自我规制的行为类型主要分为自愿型与遵从型。本文首先分析了乳品企业自我规制的行为并举例说明;其次运用文献法总结归纳乳品企业自我规制行为动因,分为企业内部动因和外部动因;在此基础上构建了乳品企业自我规制分析模型,最后提出了激励我国乳品企业自我规制的相关建议。The long-term top-down government regulation in China makes the safety of dairy industry path dependent on the inherent regulation means and lack of self-regulation means.The Food Safety Law amended in 2015 pays more attention to private subjects’responsibility for food safety through self-regulation.Self-regulation can not only solve the limited resources invested by government regulation to a certain extent,but also have synergistic advantages to perfect the cooperative regulation system of dairy safety composed of government regulation and enterprise selfregulation.At present,the behavior types of self-regulation of dairy enterprises in China are mainly divided into voluntary type and compliant type.First,analyze the self-regulation behavior of dairy companies and give examples;secondly,use the literature method to summarize and summarize the motivations of dairy companies’self-regulation behaviors,which are divided into internal and external motivations;based on this,a self-regulation analysis model for dairy companies is constructed,and finally put forward Related recommendations to encourage self-regulation of Chinese dairy companies.
