摘  要:针对上海市水环境管理的现状和业务需求,利用现代化的信息技术手段和先进的数学模型模拟理念,以物联网、移动互联、大数据集成、GIS技术为基础,建成1套集环境质量-水质目标-环境容量-污染削减方案-工程效益的动态响应框架,并以Web-GIS数据的管理展示形式的水环境监测预警评估和决策支持系统平台,实现水环境信息的全面联网、集成共享、监测预警和水环境质量的科学评价、污染溯源、预测预警、治理措施方案决策和重大工程环境效益评估。研究成果目前已应用于上海市水污染防治行动计划推进、流域水环境保护和治理等实际工作中。To make use of modern information and modelling technologies,a highly integrated water environment monitoring,early warning and decision-support system has been developed.The system is designed under a water quality-based framework of water quality assessment,pollution source analysis,water pollution control measures and scenario simulation.Hydrological and hydraulic model forecasts for rivers,as well as operational rules of hydraulic structures are implemented.Real-time data and forecasts from various sources are integrated by the Web-GIS based dynamic database system.Information and warnings about water quality can be made easily accessible across multiple media platforms.This study develops an effective and efficient tool for water management in Shanghai whilst providing comprehensive,efficient and intuitive technical supports for scientific decision-making in the implementation of Shanghai Act Plan for Prevention and Control of Water Pollution,the workings of water environment protection and governance in the catchments,and etc.
