新时代中国共产党执政理念的基本内涵与价值取向

摘　　要：执政目的和执政手段构成了执政理念的内在要求,定义新时代中国共产党执政理念必须着眼于二者的统一。以人民为中心价值理念是核心理念,而党的全面领导统领理念、“四个自信”使命理念、“五位一体”发展强国理念、“四个全面”治理现代化理念、军民融合富国强军理念、构建人类命运共同体全球治理理念等基本理念依据与核心理念的关联由内向外呈梯次排列,构成了一个同心圆结构。从价值取向看,新时代中国共产党执政理念蕴含了真理尺度与价值尺度的统一、物的世界与人的世界的同步增值、中华民族共同体意识与人类命运共同体意识的统一,反映了对共产党执政规律、社会主义建设规律、人类社会发展规律的深刻认识。The ruling purpose and means constitute the internal requirements of the ruling idea.To define the ruling idea of the Communist Party of China in the new era,we must focus on the unity of the two.The people-centered value concept is the core concept,while the basic concepts of the party’s comprehensive leadership concept,“four self-confidence”mission concept,“five in one”development and ful country country concept,“four comprehensive”governance modernization concept,civil military integration and enriching the country and strengthening the army concept and building a global governance concept of community of human destiny are arranged in echelon from the inside to the outside,forming a concentric circle structure.From the perspective of value orientation,the ruling idea of the Communist Party of China in the new era contains the unity of truth scale and value scale,the synchronous appreciation of the world of things and the world of human beings,the unity of the consciousness of the Chinese nation community and the consciousness of the community of human destiny,which reflects the profound understanding of the ruling law of the Communist Party,the law of socialist construction and the law of human social development.
