摘 要:文中参考ALARP原则,针对港区承载力以及锚地、航道和泊位四种评价指标设立了分级标准.引入港区交通资源承载力的概念,计算港区航道、锚地和泊位的承载力,探究了锚地、航道及泊位之间的制约关系,结合船舶进出港的作业流程构建了基于排队论的港区综合承载力计算模型,对港区的整体承载能力进行分析评定,根据存在的问题提出相应的对策措施.With reference to the ALARP principle,grading standards were set for four evaluation indexes,namely,the bearing capacity of the port area,anchorage,waterway and berth.By introducing the concept of carrying capacity of traffic resources in port area,the carrying capacity of waterway,anchorage and berth in port area was calculated,and the restrictive relationship among anchorage,waterway and berth was explored.Combined with the operation flow of ships entering and leaving the port,the calculation model of comprehensive carrying capacity of the port area based on queuing theory was constructed,the overall carrying capacity of the port area was analyzed and evaluated,and the corresponding countermeasures were put forward according to the existing problems.
