发达国家交通无障碍环境建设经验及对我国的启示

摘　　要：为促进我国交通无障碍环境建设科学有序地发展,从交通无障碍法律法规体系、实施保障机制、建设实践三个方面,系统梳理了美国、日本等发达国家在交通领域的无障碍发展状况与经验。借鉴发达国家的相关经验,结合我国交通无障碍环境建设的现状及存在的问题,重点从构建交通无障碍法律法规体系,建立多主体的监管推进机制,加强交通设施设备的无障碍技术研究,提升无障碍交通运输体系的通用性和系统性等方面,提出了持续改善我国交通运输无障碍出行服务体系的建议。In order to promote the scientific and orderly development of China′s accessible transport construction,the development status and experience of accessible transport in the United States,Japan and some other developed countries were summarized from aspects of laws and regulations system construction,implementation mechanism and construction practice.Combined with the current situation and existing problems of accessible transport environment in China,some suggestions were put forward to continuously improve China′s accessibility service system,referencing the relative experience of some developed countries.The suggestions focused on the construction of laws and regulations system of accessible transport,establishing a multi-subject supervision and promotion mechanism,strengthening the research on accessible technology of traffic facilities and equipment,and improving the universality and systematicness of accessible transport system.
