从政府公开信息看脱贫攻坚与乡村振兴有机衔接——基于河南省53个贫困县的大数据分析

摘　　要：利用河南省53个贫困县近2年发布的1124条与乡村振兴有关的新闻,通过自然语言处理方法,深度挖掘脱贫攻坚与乡村振兴有机衔接的关键信息,并判断不同地区乡村振兴发展阶段。研究发现:脱贫摘帽时间早晚是影响发文数量与频率的关键因素;以乡镇为枢纽,强化基层组织与开展广泛调研是各地的普遍做法;仅有5个县乡村振兴体制机制基本成型,绝大多数地区还处于乡村振兴规划设计与重点突破阶段。本研究结果有助于全面把握河南省各贫困县乡村振兴发展进度,从而有针对性地调整全省工作步伐。Not only the task of poverty alleviation in poverty-stricken counties is arduous,but also the foundation of Rural Revitalization is weak.In the period of convergence of the two strategies,how to effectively use the achievements of poverty alleviation and orderly promote the pace of rural revitalization is critical to realize the organic connection between them two.Based on 1124 news related to rural revitalization published by 53 poverty-stricken counties in Henan Province in recent two years,through natural language processing method,this paper deeply excavated the key information of organic connection between poverty alleviation and rural revitalization,and judged the development stages of rural revitalization in different counties.It was found that the time of getting rid of poverty was the key factor affecting the number and frequency of news.And to strengthen the grass-roots organizations and carry out extensive research was a common practice.However,there were only 5 counties whose system mechanism of rural revitalization had basically taken shape.Most counties were still in the stage of planning and design or key area breakthrough.According to the conclusions of this paper,it is useful to grasp the progress of rural revitalization of poverty-stricken counties in Henan Province,so as to adjust the work pace of the whole province.
