创新的外部多因素交互作用下企业R&D投入激励的影响研究--基于行业和地区层面面板数据的PVAR实证

摘　　要：针对创新激励以单因素或以单因素加控制因素(其他因素为控制因素)为主的研究现状,摘取主要外部因素政府创新补贴、市场竞争程度和技术溢出效应等,通过建立博弈理论模型分析这些因素对企业R&D投入的交互影响及内在运行机制,弥补现有研究不足。运用PVAR模型选取1998~2016年行业和地区层面的面板数据进行实证检验。结果表明:政府创新补贴与技术溢出效应的大小、市场竞争程度密切相关,这些因素对创新投入会产生交互影响。存在溢出效应时,政府R&D补贴与企业R&D投人呈现非线性关系,政府补贴的激励与挤出效应并存,具体表现受溢出效应的影响;技术溢出效应增加,企业创新研发的投人会降低,但会促使政府R&D补贴水平增加;市场竞争程度的增加会促使企业的创新投入力度加大。最后,提出了相应的政策建议。This paper focuses on the research status of innovation incentives based on single factor or single factor plus controlling factors(other factors are controlling factors),and extracts the main external factors:government innovation subsidies,the degree of market competition and technology spillover effects,and establishes a game theory model to analyze the interactive influence of these factors on the R&D investment of enterprises and the internal operating mechanism to make up for the lack of existing research.And this paper uses PVAR model to select panel data from 1998 to 2016 at the industry and regional level for empirical test.The results show that,the government innovation subsidies are closely related to the size of technology spillover effect and the degree of market competition,and these factors have interactive effects on innovation input.When there is spillover effect,there is a non-linear relationship between government R&D subsidy and enterprise R&D investment.The incentive and crowding out effect of government subsidy coexist,and the specific performance is affected by the spillover effect.With the increase of technology spillover effects,enterprisesf investment in innovation and R&D will decrease,but they will increase the level of government R&D subsidies.The increase in market competition will prompt enterprises to increase their investment in innovation.Based on the research conclusions,corresponding policy recommendations are put forward.
