摘　　要：将空间异质性纳人研究财政政策工具选择行为的分析框架,阐释了财政政策促进区域经济协调发展的作用机理及工具实现形式,运用案例探讨省内区域间的财政政策工具在多元化甚至相互冲突偏好之间的叠加组合,提出空间与政策工具“双重差异”下财政政策工具的组合与选用逻辑,验证了中国治理情境下,区域财政政策差异化叠加的互补增强作用,有利于实现空间异质性区域的差距缩小,实现区域协调发展。This paper incorporates spatial heterogeneity into the analytical framework for studying the selection behavior of fiscal policy tools,and explains the mechanism of fiscal policy in promoting regional coordinated development of regional e-conomy and the implementation form of tools,uses cases to explore the combination and superposition of fiscal policy tool in terms of diversified,differentiated and even conflicting preferences,and proposes the combination and selection logic of fiscal policy instruments under the"dual difference"between the spatial differences and policy instruments differences.It is verified that under the Chinese governance situation,the complementary enhancement of the regional fiscal policy differentiation will help to narrow the gap in the spatial heterogeneity region and achieve regional coordinated development.This has certain practical and theoretical value for establishing a more effective regional coordinated development financial new mechanism and path innovation of spatial financial governance.
