摘 要:基于区域创新体系理论,构建省内区域创新能力指数体系,利用四川省21个地区2014~2018年度面板数据,采用加权综合评价方法,从创新资源、企业创新、创新绩效、创新环境4个方面以及创新实力、效率、潜力3个维度,全面、客观、动态地监测和评价四川省各地区的科技创新能力。结果显示,四川省区域创新能力呈明显阶梯状,形成了以成都为创新高地,成德绵为创新集聚区,成都平原经济区为纵向辐射创新带,川南经济区为新兴创新增长极,攀枝花经济区和川东北经济区为创新支撑极,川西北经济区为创新平地的差异化区域创新发展格局。Based on the regional innovation system theory,this paper constructs a provincial regional innovation capability index system.It uses the weighted comprehensive evaluation method to monitor and evaluate regional scientific and technological innovation capability in Sichuan province comprehensively,objectively and dynamically,from four aspects of innovation resources,enterprise innovation,innovation performance and innovation environment and three dimensions ofinnovation strength,innovation efficiency and innovation potential,with the panel data of 21 regions from 2014 to 2018 in Sichuan province.The result shows that the regional capability in Sichuan province presents ladder-like distribution,which forms a differentiated innovative development patterns of innovation high ground in Chengdu,innovation cluster in ChengDeMian,longitu-dinal radiation innovation beltin Chengdu Plain Economic Zone,emerging innovation growth pole in South Sichuan Economic Zone,innovation support poles in Panzhihua and Northeast Sichuan Economic Zone and innovation flat ground in Northwest Sichuan Economic Zone.
