摘 要:针对生态城市发展质量评价问题,在公众参与视域下,提出一种犹豫模糊复合理想解法。首先,在现有绝对与相对理想解基础上,引人愿望强度概念提出一种复合理想解生成方法,以考虑决策主体因对决策环境感知不同而对参照解产生不同愿望的强度;其次,将Hellinger距离拓展到犹豫模糊环境,以实现对不同长度且无序的犹豫模糊元距离的直接计算;再次,设计了一种新的TOPSIS求解途径,在获取各群组决策结果后聚合群组意见,以保障整项求解过程中反映每个群组对理想解各自不同愿望强度。最后,以云南4市为例进行算法验证及结果分析,以验证所提方法的有效性和适用性。Aiming at the problem of eco-city development quality evaluation,this paper proposes a hesitating fuzzy compound ideal solution from the perspective of public participation.Firstly,on the basis of the existing absolute and relative ideal solutions^desire intensity is introduced to propose a method for generating a composite ideal solution to consider that decision subjects have different desire intensity for decision results due to different perceptions of the decision environment.Secondly,the Hellinger distance measure is extended to the hesitant fuzzy environment,and the direct calculation of the distance of the hesitant fuzzy element of different lengths and disorder is realized.Thirdly,a new TOPSIS solution is designed to aggregate group opinions after obtaining the decision results of each group to ensure that each group reflects the different wishes of each group in the entire solution process.Finally,by taking 4 cities in Yunnan as examples to carry out algorithm verification and result analysis to verify the effectiveness and applicability of the proposed method.
