摘　　要：经过了近5年的生态环境整治和经济社会发展绿色转型,长江水资源开发保护取得了显著的成效。但过去40多年粗放型的经济发展所带来的负面影响难以在短期内得到根除,长江生态环境面临的形势依然严峻复杂,也制约了长江经济带的可持续发展。如何推进绿色发展,实现经济发展和生态环境改善“双赢”是长江经济带绿色发展的新要求和新挑战。通过辨识绿色发展视域下长江水资源开发保护中存在的不足,以生态优先、绿色发展的理念为指导思想,围绕“高效、适度、平衡、和谐”的目标,提出适应于绿色发展需求的长江水资源系统性保护的主要任务与重点工作,以期为探索长江经济带生态优先、绿色发展新路径提供参考和借鉴。Undergone five years of eco-environmental governance and green transformation in social-economic development,remarkable achievements have been made in the exploitation and protection of water resources of the Yangtze River.Nevertheless,the negative impact of extensive economic growth in the past four decades could not be eradicated in a short term.The ecological environment in the Yangtze River is still facing daunting tasks in complicated circumstances,which have restricted the sustainable development of the Yangtze River Economic Belt.To promote green development and realize a win-win situation between economic development and eco-environmental improvement are new requirements and challenges for the green development of the Yangtze River Economic Belt.In this paper,we identified the deficiencies in exploiting and protecting water resources in the Yangtze River from the perspective of green development.With ecology as priority and green development as guiding principle,we put forward the major tasks and priorities of a systematic protection accommodating green development.The objectives of protection work are being efficient,moderate,balanced,and harmonious.The paper is expected to offer reference for exploring the new path of green development in the Yangtze River Economic Zone with ecology as priority.
