摘　　要：城市治理理论是城市政府治理模式转变的基础。基于城市治理中的利益主体行为机制理论框架,从公共物品与服务需求、城市政府行为方式,城市政府职能定位和公共服务中的权力关系四个方面,解析城市政府治理模式的转变。在公共物品与服务供给中,政府治理模式可分为政府主导与政府引导两大类。在政府主导模式下,城市治理以政府为行为主体,主要运用行政手段,高效实现资源配置;在政府引导模式下,多元主体协同实现城市治理,政府以制度供给为主要职能,减少行政干涉。以杭州市老旧住宅加装电梯项目为例,聚焦行为主体间的互动展开调研。围绕政府主导如何转变为政府引导和城市政府怎样采取变革措施这两个关键问题,探讨城市政府在基层治理过程中面临的挑战以及城市政府治理模式转变的关键。The urban governance theory is the basis of the transformation of urban governance mode.Based on the theoretical framework of the mechanism of behavior entity in urban governance,this paper analyzes the transformation of urban governance mode from four aspects:the public goods and service demand,urban government functions,the power relationship in public service and urban governmental behavior.In the supply of public goods and services,the governance mode of local governments can be divided into two categories:guiding and leading.In the government led mode,urban governance takes the government as the main body of behavior,mainly uses administrative means to achieve resource allocation efficiently;under the government guidance mode,multiple subjects cooperate to achieve urban governance,and the government takes system supply as the main function to reduce administrative interference.Taking the elevator project in Hangzhou as an example,this paper focuses on the interaction between behavior entities.Two questions were answered:(1)how to change the government-led to the government guidance and(2)how the local government took measures.This paper discusses the challenges faced by the urban government in the process of grass-roots governance and the key to the transformation of governance mode,and contributes on the understanding of the challenges and mode transition of local governments in urban governance.
