摘　　要：邓小平国际技术转让相关论述,以实事求是、独立自主、与时俱进为特色,以提升自主创新能力和科学技术水平为立足点,以自力更生与开放合作相统一为核心要义,以技术转让与对外贸易、人才培养和管理模式创新的结合为基本主张。其“法制化”意涵为充分发挥法律对于我国技术交流实践的保障作用、为构建我国技术转让法律的初步框架提供了指引。面对美方就技术转让问题向我国发难日益常态化的现实,应坚持邓小平国际技术转让核心论点,提高本国科技水平,不断加强同世界各国科技交往与合作,提升技术转让国内和国际法制化水平,力促技术转让回归法制化轨道以应对各类风险与挑战。DENG Xiaoping's discourse on international technology transfer is characterized by the thoughts of"seeking truth from facts,""keeping up with the times,"and independence,with the promotion of independent innovation capability as the fundamental basis,the integration of self-reliance and cooperation as the core essence,and the combination of technology transfer with trade,education,and innovation as the basic proposition.The legal features of DENG Xiaoping's international technology transfer discourse guide the legislation and legal protection of technology transfer in China.Faced with the challenges of the United States to China in the field of international technology transfer,we should stick to DENG Xiaoping's discourse on international technology transfer and its legal features,focus on the improvement of China's scientific and technological level,strengthen the cooperation with other countries,and enhance the rule of law on it in order to cope with various risks and challenges.
