京津冀汽车制造业转型升级的思路与策略

摘　　要：汽车制造是制造业的基石,京津冀地区是中国六大汽车产业集群之一。面对京津冀地区汽车制造业产业规模缩小和在中国汽车产业发展中的地位不断下滑的趋势,基于京津冀地区汽车制造业零部件配套能力弱、新旧动能转换活力不足和京津冀三地发展各自为政等问题,特提出如下发展思路与策略:京津冀地区制造业未来发展要积极谋篇布局,从燃油汽车为主导转向燃油汽车和新能源汽车双轮驱动,加快培育智能网联汽车和汽车再制造;通过增强核心零部件供应能力和跨界融合、多向延展产业链,提升产业基础高级化和产业链现代化水平;坚持竞合协同的理念,从各自为政转向合作共赢的发展思路与策略。Automobile manufacturing is the cornerstone of the manufacturing industry,meanwhile the Beijing-Tianjin-Hebei region is one of the six major automobile industry clusters in China.When facing the scale of automobile manufacturing industry in Beijing,Tianjin and Hebei region is shrinking and its status in the development of the national automobile industry is in decline,Analysis of the weak capacity in Beijing-Tianjin-Hebei region of the auto manufacturing industry parts supporting,the old and new drivers of the transformation of the lack of vitality and Beijing-Tianjin-Hebei three regions to develop independently of the problems,is proposed that the future development of manufacturing industry in the Beijing-Tianjin-Hebei region should actively plan the layout,shift from fuel vehicles as the leading role to fuel vehicles and new energy vehicles as twin drives,and accelerate the cultivation of intelligent networked vehicles and vehicle remanufacturing.By enhancing the supply capacity of core components,cross-border integration and multi-direction extension of the industrial chain,the industrial base is upgraded and the industrial chain is modernized.Adhere to the concept of competition,cooperation and coordination,changing from independent governance into cooperation and mutual benefits ideas and strategies.
