摘  要:在公共安全事件频发的当下,防灾绿地规划对城市安全构建具有积极影响。作为世界最发达的城市之一,日本东京都的防灾公园体系规划较为完善。文章以东京都防灾公园体系为研究对象,梳理了1923年至今的日本防灾公园发展状况,并基于重要发展节点分析其发展动态,得出功能定位清晰、空间布局合理等规划特点,以及法律制度完善、体系清晰合理、规划持续更新对于构建城市公共安全具有的积极作用。该研究可为我国的城市防灾绿地体系规划和公共安全构建提供借鉴。When public safety incidents occur frequently,disaster-prevention green space planning has a positive impact on urban safety.As one of the most developed cities in the world,Tokyo in Japan boasts the sound disaster prevention park system planning.Targeting on the disaster-prevention park system in Tokyo,this paper reviews its development status from 1923 to now,and analyzes the development dynamic based on the important events.It is concluded that the planning in Tokyo is characteristics with clear functional positioning and reasonable spatial layout,and the sound legislative system,clear and reasonable system and regular updating of planning all play a positive role in constructing urban public safety.The research is expected to provide practical references for the planning of urban disaster prevention green space system and the consolidation of public security in China.
