“四链”融合发展水平评价研究——以广东地区为例

摘　　要：国家"十四五"规划明确提出加快产业链现代化建设。围绕产业链布局创新链、金融链、政策链,促进创新链、产业链、金融链、政策链(简称"四链")融合发展,是当前需要解决的重大理论和现实问题。本文基于区域经济理论,深入探究"四链"融合发展机制,构建"四链"融合评价指标体系,形成4个一级指标,12个二级指标;以2017年广东省21个地级市的数据为样本,采用主成分分析法计算各地级市"四链"融合发展指数,运用聚类分析法对各地级市进行分类,比较分析各地级市的"四链"融合水平。研究结果表明,广东珠三角地区处于"四链"融合发展较高水平,其中广州"四链"融合发展水平最高,深圳、东莞次之,惠州和肇庆最低;粤东西北地区"四链"融合发展水平较低,但各地区差距不明显,总体发展水平较为一致。The National 14th Five-Year Plan clearly proposes to speed up the modernization of the industry chain.It is an important theoretical and practical problem that deploying the innovation chain,financial chain and policy chain around industry chain and promoting the integration development of innovation chain,industry chain,financial chain and policy chain(or four chains for short).Based on the theory of regional economy,this article analyzes the theoretical mechanism of the‘four chains’integration,and builds the integration evaluation index system of‘four chains’,consisting of 4 primary indicators and 12 secondary indicators.Taking the data of 21 prefecture-level cities in Guangdong Province in 2017 as an example,this article uses the principal component analysis method to evaluate integration development of‘four-chains’of various prefecture-level cities in Guangdong province,and classify each city by the systematic cluster analysis method.The results show that the Pearl River Delta region is at a high level of‘four chains’integration development,Guangzhou is the highest,Shenzhen and Dongguan are the second,Huizhou and Zhaoqing are the lowest.The integration development of‘four chains’in other regions is at a relatively low level,but the difference between these regions is insignificant,and the integration development of each region is relatively consistent.
