浙江省推进“乡镇公共财政服务平台+一卡通”建设的措施、成效与经验

摘　　要：浙江省财政厅在“乡镇公共财政服务平台+一卡通”建设工作中,以数字赋能为抓手、以方便百姓为原则、以信息共享为依托、以公开透明为前提、以规范管理为导向,建立科学规范、高效有序的发放机制和权责清晰、部门协同、信息共享、上下联动的监管机制,最终推动将全省所有分配到人到户的涉农补助和民生补贴财政资金纳入乡镇公共财政服务平台并实行“一卡通”发放。本文将这一工作的主要措施、成效和经验进行总结,供开展相关工作的地区参考借鉴。During the process of setting up township public finance service platform, the finance department of Zheijiang province uses the digital technology as the leading instrument, set up a supervising mechanism considering the following factors: better serving the public, easy information sharing and proper management. Thus it sets up a mechanism with scientific regulation, efficient distribution mechanism, clear responsibility and duty,coordinated departments between the upper and lower levels with good information sharing. All these help the above mentioned ID card distribution to each individual/family that helps to distribute agriculture related allowance and living allowance from public finance. The article summarizes the measures, performances and experience in Zhejiang province and they can be referred by other areas.
