摘　　要：在构建国内国际双循环相互促进的新发展格局的背景下,东北地区要正确认识和处理稳定与发展、危机与契机的辩证关系,既要坚持抗击疫情不放松,又要坚持改革发展不动摇,把疫情对经济社会发展的影响降到最低,在融入新发展格局中补齐短板,实现高质量发展。在"十四五"期间,东北地区唯有科学谋划,理性应对,把握好疫情防控与经济社会发展的辩证法,化危为机,助强扶小,推陈出新,着力"在危机中育新机,于变局中开新局",把握和利用好危机后的新机,深入落实新发展理念,深度融入新发展格局,才能推动全面振兴和全方位振兴。With the fostering a new development pattern that promoting postive interplay between domestic circulation and international circulation,the North-eastern areas need a full recognition and processing on dialectical relationship between stability and development as well as crisis and opportunity.Not only should we fight firmly against the COVID-19 outbreak,but stick to the reform and development as well.By minimizing the epidemic impact on socioeconomic development to the lowest,strengthening the weaknesses while blending in new development pattern,we may achieve a high quality of development.During the 14 th Five-Year(2021-2025)Plan period,only by planning scientifically,responding rationally and mastering the dialectical relationship between prevention and control of the epidemic and the socioeconomic development,can the north-eastern areas turn the crisis into opportunities,help the disadvantaged and bring forth new ideas.To promote overall revitalization,the Northeastern areas should grasp the opportunities,implement new development ideas and blend in new development pattern thoroughly.
